India's water distributors and their customers have something rare in common: they all live on WhatsApp. The customer doesn't open email. The customer doesn't install your delivery app. The customer doesn't pick up unknown calls. But the customer reads WhatsApp messages within 30 minutes — every single one — and acts on them faster than any other communication channel.

This guide is the complete playbook for setting up WhatsApp billing for a water jar delivery business in 2026. We cover the three setup paths (manual, BSP, direct Meta Cloud API), real cost economics, branded template design, UPI integration, and templates for Hindi and Gujarati.

1. Why WhatsApp wins over SMS, email, and apps

Some numbers from the Indian water-delivery customer base we've seen:

  • WhatsApp message open rate: ~95% within 24 hours
  • SMS open rate: ~25% (most marked as spam by carriers)
  • Email open rate: ~10% for older customers, ~30% for younger
  • Custom-app push notification open rate: ~15% (most users disable notifications)
  • Phone call answer rate: ~40% for unknown numbers

WhatsApp also has something the others lack: conversation. When a customer gets your bill on WhatsApp and has a question, they can reply right there. You see it, answer in seconds, and the conversation history lives forever. SMS, email, and apps don't do this natively.

2. Three paths to WhatsApp billing

Path A — Manual (WhatsApp Business mobile app)

You install WhatsApp Business on your phone, save customer numbers, type bills manually, send PDFs one by one. Cost: free. Time: 4–8 hours per month for a 200-customer route. Sustainable only for routes under 50 customers.

Path B — BSP-routed (Business Solution Provider)

You sign up with AiSensy, Wati, Interakt, Gallabox, or similar BSPs. They route your messages through their platform to Meta's WhatsApp Business API. You get a dashboard, templates, automation. Cost: ₹1,500–₹2,499/month subscription plus a 10–25% per-message markup on top of Meta's published rates. Most water-delivery management tools that claim "WhatsApp billing" actually route through BSPs.

Path C — Direct Meta Cloud API

Your business connects directly to Meta's WhatsApp Cloud API. No BSP middleman. You pay only Meta's published per-message rates (₹0.10–₹0.85 per message depending on conversation category). No monthly subscription. The setup is technical — most distributors get this through a SaaS that integrates Meta Cloud API natively (like JalYantra), not by integrating themselves.

3. The economics — what each path actually costs

For a typical 400-customer water delivery distributor sending ~600 WhatsApp messages/month (monthly bills + payment reminders):

PathMonthly costSetup timeSustainable to
Manual (WhatsApp Business app)₹0 + 6 hours/month30 min~50 customers
BSP-routed (AiSensy / Wati / Interakt)₹2,500–₹4,500 (subscription + markup)2–4 hoursAny scale
Direct Meta Cloud API (via JalYantra)₹399 / month (Standard plan; 1,000 messages included, more available as non-expiring top-up packs from ₹59)15 min setup, 24h Meta verificationAny scale

JalYantra bundles Meta's per-message rates into a flat monthly plan, so distributors know their cost up front. Unused plan messages roll over; top-up packs never expire.

For a serious distributor at 400+ customers, the direct Meta Cloud API path saves ₹2,000–₹4,000/month vs BSP-routed solutions. Over a year, that's ₹24,000–₹48,000 — more than the entire cost of any water delivery management app.

4. Step-by-step setup (direct Meta Cloud API)

Doing this manually requires technical skills. The standard recommended path is to use a water delivery management app (like JalYantra) that handles the Meta integration for you, but here's what's actually happening behind the scenes:

  1. Get a Meta Business Manager account. business.facebook.com → create business → add your business name, address, GST.
  2. Set up a WhatsApp Business Account (WABA). Inside Meta Business Manager → WhatsApp Manager → add a phone number (this becomes your branded business WhatsApp number).
  3. Verify your business with Meta. Submit GST, business address, owner ID. Verification takes 1–3 days.
  4. Generate access tokens for your WhatsApp Business Account.
  5. Create approved message templates (Meta reviews and approves each template before you can send it at scale).
  6. Connect to Meta's Cloud API endpoint from your billing system.

This is a lot of work the first time. JalYantra handles steps 4–6 automatically — you do steps 1–3 (mostly form-filling), then JalYantra takes over.

5. Ready-to-use bill templates

6. Adding UPI payment links to your bills

The UPI deep link format is:

upi://pay?pa=<UPI_ID>&pn=<BUSINESS_NAME>&am=<AMOUNT>&cu=INR&tn=<NOTE>

For example: upi://pay?pa=sharma@oksbi&pn=Sharma%20Pani&am=2640&cu=INR&tn=April%20bill

When a customer taps this link on their phone, their UPI app (PhonePe, Google Pay, Paytm, BHIM) opens with all fields pre-filled. They just authenticate with their PIN and pay. Pre-filled UPI links convert 3–4× better than asking customers to scan QR codes or type your UPI ID manually.

JalYantra generates this link automatically for every bill, with the right amount, your UPI ID, and your business name baked in.

7. The reminder sequence that recovers 80% of overdue bills

Customers don't pay because they forget, not because they don't want to. The reminder cadence that works for Indian water delivery customers:

  1. Day 1 of month — Monthly bill. "Aapka bill aagaya hai. Tap to pay UPI."
  2. Day 7 — Gentle reminder. "Just a reminder that {{month}} ka bill ₹{{amount}} pending hai."
  3. Day 15 — Direct but friendly. "{{name}} ji, please {{month}} ka bill pay karein. Late fee ₹50 from day 25."
  4. Day 25 — Late fee notice. "Bill pending hai. Late fee ₹50 added. Total: ₹{{amount + 50}}. Pay link below."
  5. Day 30 — Service pause notice. "Aapka bill 30 din pending hai. Tomorrow se delivery pause hogi until payment."

Customers who reach day 25 typically pay within 48 hours of the late-fee notice. Customers who reach day 30 either pay immediately or stop being your customer — and the delivery-pause is the right action either way.

8. Five mistakes that get your WhatsApp Business banned

  1. Sending unsolicited marketing. WhatsApp Business is for transactional and utility messages to existing customers — not for cold outreach. Don't spam.
  2. Using non-approved templates at scale. Meta requires template approval. Send free-text messages only in active 24-hour conversation windows.
  3. Excessive opt-outs. If too many recipients mark your messages as "spam" or block your number, Meta will throttle then ban your account.
  4. Using a personal WhatsApp number. Use a dedicated business number. If your personal number gets banned for business activity, your personal account dies too.
  5. Misclassifying message categories. Marketing messages cost more than utility messages. Don't try to send marketing under the utility category — Meta will catch and penalise you.

The single best decision you can make

If you take one thing from this guide: go direct to Meta Cloud API, not through a BSP. For any distributor with 200+ customers, the savings compound to ₹30,000–₹60,000 per year. The complexity of integration is real, but using JalYantra abstracts it away — you get the direct-API economics without doing the integration yourself.

Set up the templates above for your business name. Add UPI links to every bill. Run the 5-step reminder cadence. Your collection rate will climb from ~85% to ~95% within 2 months — and your monthly billing time will drop from a full day to 90 minutes.
